Error: Connection closed by remote host

Hello,

We are using OpenSSH for Windows v3.8.1p1-1 in Windows Server 2003 Enterprise Edition Service Pack 2. Server is member of WORKGROUP and not in domain.

Hardware details:
CPU : Intel Xeon 2.40 GHz
RAM: 4 GB

There is a strange problem with login to a particular ID. There are several local ID's created on server. All ID's are properly able to login on server. However a particular ID is intermediately getting below mentioned error message. Client End is using Linux AS5 OS platform to login. And user ID password is saved.

Error code: ssh_exchange_identification: Connection closed by remote host.

Help on this will be highly appreciated and thanks in advance. Please let me know if any additional details are required.
