OpenSSH 6.5 on HP-UX 10.20

Hi,

just a minor bugreport.

OpenSSH 6.5 needs a fix to compile on HP-UX 10.20.
On HP-UX 10.20, ntohs is not defined in "netinet/in.h" but in "arpa/inet.h".

readconf.c misses the required additional #include <arpa/inet.h>:

$ diff -c readconf.c readconf.c_new
