That's a stripped-down Cygwin plus OpenSSH binary package, both of which
are five years old and apparently unmaintained. If you're having
problems with it you'll have to ask the people who supply it.
I suggest you remove it and install a current Cygwin
(http://www.cygwin.com, which has an OpenSSH package) or if you're
looking for a prepackaged one, CopSSH (http://www.itefix.no/i2/copssh).
