No. Cygwin is under GPL and it's a DLL. OpenSSH is only linked
against Cygwin and remains under BSD, of course. The problem is,
if you create a binary archive with OpenSSH and the Cygwin DLL
you'll have to provide the Cygwin sources to comply with the GPL.
That's all. Mark should simply put a matching Cygwin source archive
onto his site and everything is fine. OpenSSH itself is not concerned
at all.
