Excessive delay at ssh connection to remote host

I am confused by the descriptions of the debug options.
-d indicates it outputs to standard error.
-E xx outputs to a file instead of the system log.
-e outputs to standard error instead of the system log.

None of these seem to output debug logs to the system log.

Which options would be correct to enable and output debug logs to the system log?
